Jim Breuer

Jim Breuer is Chief Executive Officer (CEO) of Fluor Corporation, a role he has held since May 2025. He is advancing Fluor’s “Building a Better Future” strategy with a clear focus on profitable growth, project performance, and long-term shareholder value.

Under his leadership, Fluor is sharpening our focus on high-value growth markets, driving improved outcomes through consistent, high-quality project delivery across our global portfolio. Jim is reinforcing an execution-driven culture, aligning the company’s operating model, talent deployment, and risk discipline to enhance predictability and performance.

Jim is an advocate for the development of Fluor’s next generation of leaders – investing in talent pipelines, leadership capability, and organizational agility to support sustained growth. He has also deepened engagement with customers, partners, and stakeholders, strengthening Fluor’s value proposition in an evolving global market.

Prior to becoming CEO, Jim served as Chief Operations Officer and previously held the role of Group President of Fluor’s Energy Solutions business, with responsibility for global operations and business development in the energy and chemicals sectors.

Earlier in his career, Jim served as President of the Downstream business line within Fluor’s Energy & Chemicals group and as General Manager for Mining & Metals in South America. His EPC experience spans four continents and includes leadership roles across the energy, chemicals, mining and metals, and power sectors. Over his 30+ year career with Fluor, he has held a wide range of executive and project roles, with significant international experience.

Jim began his career supporting mining and downstream construction projects before progressing through roles in project engineering, project management, and operations across the United States, Europe, and Latin America.

He holds a Bachelor of Science degree in civil engineering from the University of Illinois at Urbana-Champaign, a Master of Science degree and an Engineering Degree in construction engineering and management from Stanford University, and an MBA from Cornell University.
